Dr. Bernard
Haufiku is a public health expert and transformative Leader with reputable health leadership
experience spanning 25 years, both in the public and private sectors as well as with
bilateral and multilateral organizations.
He is the Founder and current Chairman oft
he Africa Public Health Foundation. Africa Public Health Foundation is a resource mobilizing
arm of the Africa-Center for Disease Control (A - CDC) which is an autonomous Health Agency
of the African Union (AU).
Bernard has been a chairman of the APHF Council on a
voluntary basis and currently provides stewardship over this charitable entity.
Prior
to this role. Bernard was a special advisor to theNamibian Presidency on Health for 2 years
and served in the Namibian parliament and cabinet as Minister of Health and Social Services
for 4 years.
During his term as Minister of Health and Special Advisor to the
Presidency, he has fast-tracked several public health legal and structural changes as well
as health program implementations.
• It was during his term of office that Namibia
signed into Law, the Public and Environment Health Act. During the same period, Namibia
became the 1st (first) country in Africa to achieve theUNAIDS 90/90/90 HIV treatment
targets, in 2018, 2 years ahead of the UNAIDS target of 2020.
• During the same
period, maternal mortality in Namibia dropped from 425 to 265 / 10000, and similar trends
were observed with infant and neonatal mortality.
Bernard was a member of the WHO
Executive Board in 2015/16 and a special resource person to the UNAIDS Program Coordinating
Board (PCB) ultimately one of the only 3 final candidates, out of more than 200 applicants
from all over the world for UNAIDS Executive Director thanks to his transformative public
health leadership in the HIV response and his global network with development and
multilateral organizations such as PEPFAR, Global Fund, Bill and Melinda Gate Foundation,
SKOLL, MasterCard and the Rockefeller Foundation.
Bernard is a trained Physician from
theUniversity o fWitwatersrand JHB (SA) and an Anesthesiology from theCollege of Medicine of
South Africa as w e l las a PublicHealth Leadership at Harvard University in Boston USA.
Currently registered with the London School of Hygiene and Tropical Medicine for a Master in
Public Health.
He is passionate about public health and Health Economics. He enjoys
jogging, gyming, and playing Chess.
Ms. Rosalinde Nakale has proven to be an enterprising and successful entrepreneur whose
experience spans many skills and capabilities.
She has over 35 years of professional
experience in organizational development, policy, and planning. She is proficient in project
management, project development, and resource mobilization.
She has served in several key
senior positions both in the public and private sectors. She provided invaluable leadership in
the Transport sector (Roads Authority) where she worked as a General Manager and Executive
officer of the Department of Corporate Services from 2001 to 2018 (Finance, Human Resources,
ICT, and Administration) and served as Deputy permanent secretary Ministry of Works and
Transport during the Nineties.
In several roles and functions she provided, strategic
management, legal services, managing and rendering of financial services to the Ministry,
managing the running of the expenditure oft h e Ministry with two budget dimensions of N$ 274
000 000 for Vote 23 - Department of Works and N$ 316 000 000 for Vote 24 Department of
Transport, always ensuring good governance by adhering to the provisions of State Finance Act
1991, Treasury Instructions and Instructions of the Tender Board, are complied with.
She
has exceptional business acumen and is an exceptional example of financial discipline and
management at both the personal and corporate levels.
Ms Rosalinde Nakale - Director
Ms. Doufi Namalambo is a group specializing in training and facilitation of processes set in a
workshop setting, where her interpersonal skill and confidence assist groups to move through
difficult process steps.
She is a seasoned HR practitioner whoh a s served in both the
public and private sectors at senior levels; has consulted in the human resourcesdevelopment and
organization development field in Namibia and South Africa (1998) and joined CSAi n
2001.
She has been a team member on several strategic planning assignments. Facilitation
and Moderation: assist with process planning and implementation in sectors including Water,
Land, Energy, Environment, Mining, Labour, Youth, Disaster Management andEmergency Response,
Donors, Churches, and Community based organizations.
As a Civic Education Advisor
developeda communication strategy and implementation plan for a 3-year MCA project for Communal
Land Support Project in the 6Northern Communal Areas.
Assessed and monitored the
implementation of Social andGender aspects inclusion in the MCA- N compact for one
year.
Doufi's otherareas of expertise are in facilitating and coordinating business ventures
byassisting with setting themup, providing networking linkages, and creating a conducive
business environment for local and foreign businessinitiatives in Namibia.
She is
competent in strategic and operational planning as well as people and team management.
